The intelligent and industrialized development of the construction industry has been viewed as providing new directions for industry transformation and upgrading. Intelligent construction and building industrialization have been regarded as important development directions for enhancing the quality and efficiency of engineering construction. However, the evaluation methods for the intelligent construction capability of prefabricated buildings have not yet been fully developed. The promotion and application of new industrialized construction concepts and intelligent construction technologies have therefore been constrained. An intelligent construction maturity evaluation model was proposed for prefabricated building projects based on goal decision optimization theory. First, 58 evaluation indicators for intelligent construction capability were developed from the technical, management, and process dimensions, and the weights of these indicators were determined using a modified Simos method. Second, the project maturity level was evaluated using the SMAA-TRI(stochastic multicriteria acceptability analysis-triage)and ELECTRE-TRI(elimination and choice expressing reality- triage)algorithms. The results show that the improved ELECTRE TRI algorithm can more accurately reflect the project's intelligent construction maturity level in a probabilistic distribution approach compared to traditional methods. The result provides theoretical insights for research on intelligent construction maturity and offers practical references to promote the development of intelligent construction in prefabricated projects.
