Abstract

A model for emergency material allocation and transport aircraft scheduling was developed for the joint air-ground transportation of emergency materials. The model addressed multiple material types, warehouses, airports, and transport aircraft models. The transportation process was divided into two stages: in the first stage, loading schemes for various aircraft models were matched to the materials to be transported, with the goal of minimizing the unallocated material quantity. In the second stage, the selected loading schemes were assigned to transport aircraft at each airport, and material allocation between warehouses and airports was optimized to minimize transportation costs. The velocity pausing particle swarm optimization algorithm(VPPSO) was used to solve this problem. A neighborhood search mechanism was introduced to improve the algorithm based on the problem's characteristics. Simulation results show that the improved algorithm has better optimization ability. Compared to the original algorithm, the unallocated material quantity in the first stage is reduced by 14.5%. This model and algorithm provide an effective emergency material transportation solution and offer strong support for emergency rescue planning.
