Abstract

In order to meet the actual needs of the control work, the scheduling plan of controllers should be formulated scientifically to improve the utilization efficiency and job satisfaction of the controllers. With the minimum number of personnel requirements as the goal, the controller scheduling model was established on the basis of meeting the requirements of various regulations of Civil Aviation Administration. Based on the initial model, the model was improved considering the individual needs of personnel. Finally, taking the data of controllers in a certain air traffic management bureau's regional control room as an example for analysis, the model was solved using a LINGO solver. The results show that the compared with manually compiled scheduling schedules, the scheduling plan developed through the scheduling optimization model reduces the number of personnel on duty, avoids personnel waste, and can fully meet the personalized needs of controllers.
