The airport airfield operations are usually influenced in snowy weather conditions. Scientifically assessing and quantifying the resilience of aircraft ground operation networks under snowy conditions represents a significant scientific challenge. To solve this problem, a ground-based aircraft operational network was established using a cell-transmission model. Then, a state update mechanism was developed based on different cell types to calculate traffic dynamic characteristics. The resilience indicators for the disturbance phase, recovery phase, and new stable phase were established using network speed ratios, and formed the comprehensive assessment index for the operational resilience of airport airfield ground network. Though an empirical analysis of actual airport ground operation data under snowy conditions at a domestic airport, the findings indicate that the cell-transmission model can be employed to simulate changes in airport traffic flow density under various snowfall scenarios, and also reflect the congestion levels of different taxiway segments at the airport. The evaluation model yields the following airport airfield resilience index is 18.52 for the example scenario, 21.21 for light snow, 14.68 for moderate snow, 5.70 for heavy snow, and 0.91 for blizzard conditions. The research results provide theoretical support for developing ground transportation management strategies for airports during snowy conditions, thereby enhancing emergency management capabilities at airports under snowy weather conditions.
