受限于远洋航海的通信环境，北斗短报文通信成为传输远洋气象灾害信息的重要手段。北斗短报文通信在通信长度和频率上存在限制，为了应对北斗短报文通信的局限性，在有限通信长度内实现海洋气象产品的可靠传输，提出一种基于北斗三号短报文的气象产品压缩编码方法。该方法采用缩小数据的范围、以整数表示固定小数位的浮点数以及数字约定代替等方式实现产品数据的压缩；在此基础上，提出一种针对气象产品影响区域的压缩算法，在保留多边形影响区域重要角度的基础上，通过删除不必要的区域点，减少表示影响区域的点数，进一步压缩产品的影响区域；最后定义各类产品的北斗下行编码和上行编码，实现气象产品基于北斗三号短报文的传输。结果表明，该压缩编码方法的数据压缩率介于30% ~ 60%，在保证产品精度的同时，确保了产品可以在一个数据包内发送，具有较好的压缩效果。该方法已经在海洋气象服务业务中得到实际应用，能够满足海洋气象产品的传输要求。

Limited by the communication environment of ocean navigation, Beidou short message communication has become an important means for transmitting oceanic meteorological disaster information. There are limitations in the communication length and frequency of Beidou short messages. To cope with these constraints and ensure the reliable transmission of marine meteorological products within the limited communication length, a compression coding method for meteorological products based on Beidou-3 short messages was proposed. This method achieved data compression by narrowing the range of data, representing fixed decimal floating-point numbers with integers, and using numerical conventions to replace them. Furthermore, a compression algorithm for the affected area of meteorological products was proposed, which, while retaining the important angles of the polygonal affected area, reduced the number of points representing the area by eliminating unnecessary points, thus further compressing the product's affected area. Finally, by defining the downlink and uplink codes for various products using Beidou short message technology, the transmission of meteorological products via Beidou-3 short messages was achieved. The results indicate that the compression coding method for meteorological products achieves a data compression rate between 30% and 60%. On the basis of ensuring product accuracy, it ensures that the product is sent within a single data packet, which demonstrates good compression effects. This method has been practically applied in marine meteorological service operations and meets the transmission requirements of marine meteorological products.
