Abstract:In order to carry out emergency rescue for different disaster affected points more reasonably and efficiently, a model based on the combination weighting-technique for order preference by similarity to an ideal solution(TOPSIS) method was proposed and a hierarchical study on the urgency of rescue demand at disaster affected points was carried out. Firstly, based on analyzing the influencing factors of the urgency of rescue demand at disaster affected points, an evaluation index system for the urgency of rescue demand at disaster affected points was constructed. Secondly, the comprehensive weight of each index was obtained through CRITIC and Entropy Weight Method. Then, the urgency of rescue demand at disaster affected points was quantitatively classified based on the combination weighting-TOPSIS method. Finally, a case study was conducted with the Wenchuan earthquake as the object. The results show that the weights obtained from the combination weighting can get more objective and reasonable results than the single weighting, which is conducive to the emergency management department to carry out emergency rescue in a more timely, accurate, and orderly manner in the event of disasters.
