Abstract:With the increasing number of fuel vehicles, air pollution is becoming increasingly severe. In recent years, the government has begun to establish zones with specific pollutant emission limits for fuel vehicles and promote people's choice of green transportation methods such as new energy vehicles, low emission zones. In order to understand people's intention to purchase and use new energy vehicles in low emission zones, take fuel commuters as the survey object. Based on self-regulated behavior change stage model, the people's intention to purchase and use new energy vehicles were divided into goal intention stage, behavior intention stage, implementation intention stage, and intention formation stage. Based on each intention stage, auxiliary intervention measures are provided to promote intention improvement. Finally obtain the demand for auxiliary intervention measures at different stages of intention, and establish the before and after phased intervention measures two models for the formation of intention to purchase and use new energy vehicles in low emission zones. The analysis shows that providing a phased intervention model can better explain the formation process of people's intention to purchase and use new energy vehicles in low emission zones. And the changes in the importance factors that affect people's intentions at each stage before and after the intervention of phased measures were analyzed. This study can provide reference and suggestions for the government to build low emission zones.
