This paper presents an evaluation model of emergency plan for mobile pressure vessel loading station based on hesitating fuzzy set. In order to effectively help the loading station improve the quality of the text of emergency plan, according to the requirements of the Guidelines for the Preparation of Emergency Plan for Special Equipment Accidents. Starting from the comprehensiveness, pertinence, operability, department coordination and post-disposal perfection of the emergency plan, a total of 27 second-level indicators were selected to construct the index system. The selection of the above indexes should follow the principles of systematicness, consistency, independence and operability. In order to effectively integrate the opinions of experts and integrate the uncertainties, the hesitating fuzzy set theory was used to establish the evaluation model of emergency plan for mobile pressure vessel loading station, and the set value iterative method was used to determine the weight of each index, effectively reducing the influence of subjective factors on the weight, so as to obtain more objective evaluation results. The evaluation model is used to evaluate the text of the emergency plan of a natural gas company in Zhejiang Province, and the final score shows that the emergency response content of the plan is detailed and substantial, but the resource guarantee and training and exercise content need to be strengthened. The actual situation is in good agreement with the evaluation result, which verifies the feasibility of the model. The evaluation results can provide reference for the revision of emergency plan.
