Afer July lst 1999, China began the institutional reformation of industrial research institutes to transform most ofthem into enterprises. Yet this reformation would argue a new problem: who will be the supplier of industrial generic technology(IGT)? The concept, clarifies the characteristics of IGT is firstly defined. Then based on the conclusion of theoretical models,market failure and organization failure are mentioned double-failure of IGT. The supply system of China's IGT in the future onthe basis of the classification of intraindustry generic technology and interindustry generic technology is puts forward.
